What chores did you have when you were 13 if any? I never had any, which looking back is sad. My mom cleaned my room, did my laundry including folding/hanging and putting away, heck I was 17 before I did my first load of laundry.
We are trying to make DD clean her room and fold and put her clothes away. My mom thinks I'm being mean???

I didn't have a lot of chores as a kid, I guess, but I was also involved in a 25-30 hr a week extra curricular activity all through school, so I wasn't home that much during the school year. I was supposed to keep room clean, and my dad and I took turns with loading and unloading the dishwasher. My mom did my laundry always. During the summer, when I didn't have practice, I helped do other things around the house, but it was never a set list of things.
If my child didn't have a busy schedule of after school activities, I think I would expect them to do things around the house.
If my parents did it, I did it as a teen. From laundry to dusting to mopping and vacuuming to mowing the lawn to balancing my checkbook on Sunday nights. It wasn't the same chores every week or day, but I was expected to help out when something needed to be done. IMO, teen years are preparation for adult years, and, for most people, college.
My first college roommate was a non-chore child, and it showed. And was a PITA. I had to show her how to wash her clothes, what to buy to wash dishes, and how to clip her nails. She was insanely spoiled by her parents and house staff.
Your mom is wrong, it's definitely not mean!
I never really had any chores that I was required to do other than keeping my room clean. However, I did help out on my own by mopping, dusting, vacuuming, and doing the dishes. I never had to do laundry. When I was about 16/17 I asked my mom if I could start doing my own laundry because I knew I was going to leave for college and figured I should learn how do it before then
I don't think you are being mean at all. I think it's good for kids to have chores because it teaches them the skills they will need to take care of themselves and their home.
My son is four and has to clean his room and his playroom. I help him usually, but he does it himself and then I go back and reorganize if I need to bc he is still young. He also has a daily chore of letting our dogs out when we get home. Usually he helps me out as well on the weekends (like helping meput laundry int he washer etc). we started having him do chairs when he was about 3.
as for me, I always had to do my laundry and clean my room. Other than that I was not really home as a teen (I taught dance classes from age 14 on), so i really didnt do a lot around the house other than my room...oh and I cleaned my bathroom.
Oh, yeah! My sister and i were the oldest and we got stuck with all the chores. My younger brothers were never expected (even as they were older) to do any type of cleaning around the house. My sister and I dusted, vacuumed, mopped, cleaned the bathrooms, cleaned our bedrooms, washed dishes, loaded/unloaded the dishwasher. I mowed the lawn on a tractor (we had a lot of land). The only thing I didn't know how to do was laundry. I got a crash course on that just before I left for college and still feel my laundry skills are lacking.
My kid will definitely be expected to help with chores, starting with simple things at a young age. And if we ever have a boy, he will be doing exactly what his sister does. Gender equality! 
ETA: I was also on the swim team and filed hockey team in high school, and volunteered. My sister was very involved in theater. We still never got out of doing chores. Oh, and my parents owned a greenhouse and florist business so we worked there too. My parents kept us busy!
