Last night I went outside to pull my car in to the garage. When I walked out (about 10:30) there were two dogs standing by my car. They didn't look like strays, they looked like they belonged to someone and they were pretty tame. For their safety, I wanted them to get back to their owners. We just moved in to our house a couple weeks ago, so we aren't familiar with the neighbors yet so we had no idea who these dogs might belong to. Once I started walking towards them, one dog went running the other direction and one dog ran in to our garage. She then ran out of the garage and started following a shoveled trail through the snow to the back of our house and then came back in to our garage She was a really calm dog with a collar and tag, so I called the number on the tag and left a message for the owner. About 5 minutes later, the 2nd dog came back again but this time with a 3rd dog in tow. So there were a total of three dogs out running around - the golden retriever (I think) that was by me and then a black lab (maybe lab mix) and a golden lab (possibly a mix as well).
About 10 minutes later, the owner of the dog called back. When I spoke to her, I told her I only had the one dog and she said she was really friendly and always "gets out and wonders around". They ended up living close enough to our house, that the owner shouted the dogs name really loudly and we could faintly hear her yelling and the dog went running back home. I didn't love the idea of just letting the dog run back home but that is what the owner wanted me to do.
This whole situation made me frustrated and sad. First, I'm guessing this isn't the first time the dogs have been wondering around in our yard, because we woke up to doggy prints in the path back to the shed the other morning. Second, when I talked to the owner she said that the dog had been picked up on our street earlier this week too. So that tells me she always lets her dog roam free in the neighborhood and that is frustrating for more than one reason. When I spoke to her on the phone, I told her there were 3 dogs total but since I only had the one dog, she seemed to only talk about her. She actually seemed rather annoyed that I was calling and not at all concerned that the dogs were out. I'm not entirely sure if all three dogs were hers or not.
This morning on my way to work, I passed a cop car with their lights on pulled over at the side of the road not far from our house. Of course, that makes me look to see what is going on and he was stopped because there was a dog that had been hit by a car and was killed. From what I could tell, it was the same black dog as last night. But, I am not 100% sure as I didn't get to see the dog up close last night or today. This broke my heart.
I am now feeling a sense of guilt that I didn't make sure the other two dogs were returned home last night.
I called my husband to tell him I saw the black dog this morning and he was frustrated with the irresponsible pet owners as well. So, he called the cops to talk to the officer and tell him about last night.
So, my question is, what would you have done last night when the dogs were out running around and the owner made it sound like they are always out running around? Would you report them? Not worry about it unless you find them in your yard again? Not being 100% sure if the black dog today was the same owners dog, would you give the cops her name and number?

Don't beat yourself up about the black dog. I know that's easier said than done but you did what you thought you could/should do at the time. I wouldn't call the police back to give them the woman's name since you're not sure it's her dog and your husband already talked to them.
Let me preface my "what would I do" answer by saying that I'm a ruthless b!tch when it comes to stupid pet owners, so my advice isn't exactly going to win any good neighbor points. I would have hung onto the dogs until I could get them somewhere safe. If this was the first time I had seen the dog running around, I would have called the owner and told them that it is against the city ordinance to leave a dog loose, not to mention dangerous for the dog. I would also tell them that the next time I saw their dog running around, I would call the police. If I had seen the dog running loose before, couldn't find the owners, the weather was particularly bad or something else made it seem more serious, I would call the police right away. And if I knew the police had been called before and there was a good chance nothing would be done this time, I'd probably try to find a rescue or shelter that would take the dog. I have absolutely zero tolerance for idiot pet owners.

Gosh this makes me really sad and annoyed too. Some people should just NOT own pets. There is a senior yellow lab that is always wandering through our neighborhood too. This dog is obviously old, overweight, and has an owner that really doesn't care that he is out wandering about all the time. It breaks my heart.
It is hard to know what to do in those situations....I am not sure what the law is where you are from, but here, owners MUST be in control of their dogs 100% of the time. This means that the dog either needs to be on a leash, or contained by a fence. I am assuming that is the law most places. I would probably call the cops too and report the owners. If you have the address or phone number on the dog's collar, I would jot down that information and give it to the police. I hate to say it but I would love to see fines and a whole bunch of other not so nice things come the way of people who don't take care of their animals.

Not sure there is much you could do?if it bothers you; you could try to report it to the police repeatedly and see if you can get them bothered enough to do something.
My neighbor had a dog that ran free all the time. He was a nice dog, and he was a loved dog?.I think they just thought it would be more fun for the dog to run around. It didn?t bother me much, but a few times when I tried to return him home I noticed notes on their door about the dog and his roaming. Also, two of my other neighbors mentioned that they (the dog owners) never watched over their dog no matter the warnings they got?.we live next to a cop.
The dog got ran over by a car?.I happened to be outside at the time so I had to get the neighbors. He didn?t die from impact, but was to seriously hurt for the vets to help. The whole family was heartbroken, and the girl even said, ?This is what we get for letting him run around?. They have a new dog now and I have yet to see him out unleashed.
If it was the black dog you saw running around in your yard, maybe this is the unfortunate wake-up call they needed.
I would. I'd tell the officer that I wasn't sure if it was that woman's dog, but that she lets her dog(s?) run around the neighborhood unleashed, which generally violates city ordinances in almost every city. Frankly, if I knew someone did that all the time, the next time the dog was in my yard, I'd call animal control. And tell animal control who the owner is, but that way she'd get a lecture about violating city ordinances. It isn't safe.
I never want to see a dog hurt, but if this is her dog, I hope she learns her lesson.
The cop ended up calling my husband back and asked for the name/number of the dog owner from last night - so we gave it to him. I still don't know if the black dog was hers or not, but the cop was going to call her. The owner called me while I was at work today, but hung up after the 2nd ring, so I'm not sure what that was all about.
