People to use for references?
I work in the service industry and was wondering if it was appropriate/inappropriate to use customers/regulars as references or to write letters of recommendation to show my customer service skills?

I don't work in the service industry, but my initial thought is NO. Would the customers really know other behind the scenes job information (such as how well you can close down at the end of the night?). Are you applying to jobs in the service industry, but other companies?
I would try to get co-workers or managers, past or present, to serve as references first.
Of course :-) I've got my supervisor and coworkers already done. I'm mostly wondering if this would help with the hiring process. My supervisor and coworkers aren't there all the time when I'm working with customers and don't experience what it's like to work with me as a customer.

No. Customer recommendations are called testimonials and they are what you show to prospective customers.
A letter of recommendation is written by someone in a higher position within the industry, and that is what you show to prospective employers.
