Operations/Employee Manuals ~ EAs come in!

One of my ongoing tasks is to develop an Operations Manual and an Employee Manual.

What kinds of things would you include (or have you seen) in each?

I have covered:

Disaster Recovery, Office Supplies, Travel Planning, Budget, Invoices, Maintenance, Document Retention, Privacy (all in the Ops Manual)

Calendars, Contacts, Phone and Email Policy, Ethics, Payroll, Holidays and PTO, benefits, Setting Client Meetings, Corporate Visa Usage Policy, Emergency Procedures, File Naming Rules (all in Employee Handbook)

Is there a better way to divide the two? I feel like some could go in either bucket.

TIA!

I think employee handbook could include:  Phone and Email Policy, Ethics, Holidays and PTO, benefits, Corp Visa Usage Policy. All else would go to the operations manual. Not sure about Emergency Procedures, depends on what the contents are. Is it a lot of  "operational" stuff like "turn key 5 in the event of..." or is it safety stuff employees should know personally, like the location of an emergency exit or a back up website to go to if you can't access the building. Maybe different parts go into both?
