It's a good sign if salary is discussed during a phone interview?
I had a phone screening with HR and she brought up salary. She wouldn't have done that if she didn't consider me a viable candidate and want to feel me out, right?

this. I've only had two phone interviews so far and it came up both times. When my husband was looking and had many phone interviews, they always asked for a salary range. It just saves them time to weed you out if say what you're expecting is out of the range they've budgeted for the job they're looking to fill or keep you in the running as Dr. Loretta said.
This. But I also don't think you'd have a phone interview if you weren't a viable candidate.

Actually salary requirements in an HR screening is pretty much standard.

I've had interviewers let me know what the salary is. Usually this is one where the salary was posted with the job description. They were asking to verify I would be okay with that particular salary. It was said in a way that I knew they were asking all applicants.
