I am wanting to have a flag/pennant style banner made to go above my son's bed. I have found a few on etsy, but not exactly what I am looking for. I want it to be made of felt and more collegiate looking, there will be matted photos below it of him in different sports. The banner will need to read "Hall of Fame" and not be more than 50 inches or so...Anyone crafty enought to tackle this? Or know someone that would be reasonable - I really don't want to spend the $50-$75 etsy is listing.

The link that you posted doesn't show the overall size (that I can find!) so it'd hard to compare bying vs. DIY costs. Plus, of course, you know they want to make a profit.
However, honestly, I'd probably DIY if I were you. These instructions seem fairly straight forward (and come with pictures!). Some other instructions I saw used fabric for the letters instead of felt and appliqued or sewed them on.
With the letters in hall and fame receiving 1 flag per letter, of receiving 1 flag total, and 2 spacers at half the size, you'd need 5" flags with a 2 inch fold-over at the top. Depending on what you want for the color scheme, I'm guessing that you could get 6, possibly 8, flags per 12"x18" felt piece. (That's the size that Hobby Lobby sells the felt pieces in for 79-cents each.)
I'm thinking a 250-size font for Hall and Fame and 175-size font for of should probably fit. Again, depending how you want to do the colors, you could probably fit all the colors on one felt piece.
Hobby Lobby also sells these flag pennants, but they are probably way too big for your project.
They also sell 3" iron-on letters and 1.5" iron-on letters. If they were the same style, I'd suggest the 3" for Hall and Fame and 1.5" for of, but I'd probably just use 3" for both and arrange the o and f on one flag somehow.
