My BIL and SIL are moving there in August with baby nephew and it is our year to spend Christmas with the ILs but I kind of feel like they'll be compelled to spend it with the baby, which means we will also probably be spending Christmas in Cleveland.

BIL started his job today- he's commuting Mon-Thurs until they get settled in. I think SIL may be trying to take the OH bar in July, but cannot confirm for sure.
They don't know anything about CLE so I highly doubt they have anything picked out. Any suggestions?

Where is your BIL's job at? That's prob be the best place to start. Even though we're diehard westside people, my parents used to live south/southwest and now live out east. And I have friends and family everywhere in between.

Got it. You can pretty much live anywhere in that case. CB works downtown too. It's just a matter of preference and what exactly they're looking for.
