I just took Popeye out to go to the bathroom and get the mail. We live in a townhouse development, so I walk Popeye over to a green space about 200 ft. from our house to go to the bathroom. As I started getting close to the green space, I saw that someone had their dog out there off leash. Pop spotted the other dog, and the other dog saw him and started running over.
I started pulling Popeye the other direction, but the dog got to us before I could get far enough away. The dog started sniffing Popeye, and then I don't know what happened, but they both started going after each other. It was SO quick I didn't even see what happened. I pulled Popeye away, but the other dog kept coming back barking and biting Popeye. The other owner had NO control over her dog, so all I could do was keep pulling Pop away, and she just stood there and yelled at her dog. I finally got Popeye away, and she came up and grabbed her dog, but not until she just stood there and watched this happened for a full minute.
I am PISSED. Why can people NOT follow leash laws??!?!!? This is about the 98th time I have seen somone in our neighborhood with their dog just running freely, and the 4th time that a random dog has run up on us while we were out on a walk. This is the first time anything has actually happened, but I am super shaken up about it. I have no idea where this person lives so I can't call the cops on them, but I did call our association.
What would you do? Granted, I have no idea whose dog started it, but I DO know that her dog kept attacking mine after I pulled mine away, because the owner had no control over it. I cannot wait to move.

That is super annoying. We have the same issue in our association. I had Moe out on his tie down (we are an end unit) last summer and this dog ran over five houses and started picking a fight. Mind you, I was sitting outside with Moe, but then he has a 20ft radius to pick a sunny spot.
I tried to get Moe inside, but the other dog wouldn't let him go, so I finally just had to grab the other dog and alpha-dog him to the ground and then try to stop Moe from defending himself. When the other owner finally got over to our place, he was all "what are you doing to my dog?" (Since I had him pinned to the ground) I told him to keep his dog on a leash and teach him some commands, like "come."
I don't understand how some owners can ignore how sh!tty their dogs are, which is a direct reflection on them (personally).
That story made my heart race a little bit.
There is a lady in my neighborhood with this little fluffy white dog. I was with my sister walking both of my dogs when we approached the lady. She said, "Mind if they say hi?" and I said sure. She let her dog get close and it FREAKED OUT which cause my boys to get excited and growl a little.
We separated them and went on our way. My sister told me after it was over that she encountered the same lady when she was walking Boston one day and the same thing happened.
IDIOT LADY, maybe if your dog is always having issues it is actually YOUR DOG that is the problem, and not everyone else!!!!! GRRRRRRRR. My boys are friendly as can be 99% of the time. Frustrating. If the dog needs socialization go to a class with a professional and don't let your dog assault random dogs on walks.
Alpha rolling a dog, especially an agitated dog that is a stranger is a baaaaaad idea. I would have been PISSED if you had alpha rolled my dog.
Sorry Moe got in a scuffle though. :-( That wasn't cool of the neighbor to let their dog roam.
I'd call the HOA. Usually, HOAs require registering pets. When we moved into our house, the HOA sent a homeowner info form that we had to fill out, which included listing any pets. We had the same thing at our last home. I'm sure people aren't always honest when filling out the forms, or get pets after they move in and don't update the HOA, but there's a chance that the HOA could identify the homeowner with the off-leash dog if you can describe the dog to them.

This. I know all associations are different, but I know our's would be sending a letter asap to the homeowner. We received one once when my mom's dog was visiting and she was blind -- obviously no damage would ever be done by her, but someone saw my mom let her walk into our house not on a leash and we still received a letter from our association.
I called the HOA and reported it, but I don't know what house the lady lives in, so all I could do was provide a general statement.
They said that if I knew the address they would issue a fine.
Popeye has never gotten in a fight, but I also know that if a dog runs up on him, he gets agitated, especially if he is on leash and they are off-leash. He has growled before to tell them to back off, but nothing like this has EVER happened. I know that my vet, my neighbors, and our trainer & boarding facility would vouch that he is NOT an aggressive dog, but the thing that worries me is that she will say that my dog was the aggressor. Then again, maybe I am overthinking it, and she won't do anything at all since she knows that SHE was the one not following leash laws.
It makes me mad and sad that I can't even let my dog go to the bathroom without having to worry about some yahoo letting their dog charge at us.

Even if you weren't able to identify who it was at least it's on file. If (heaven forbid!) it were to happen again you could let them know it was the same lady and the appropriate action could be taken.
Regardless, the other person was CLEARLY in the wrong by not having their dog on a leash!
I'd be pissed too, and I don't even have a dog! I've had unknown dogs of all sizes that are not on leashes run up on me, and its disconcerting to say the least. There are leash laws for a reason!
Exactly! I can imagine my large dogs quickly approaching someone could be terrifying to a person not familiar with dogs. The worst they would do it lick you to death but strangers don't know that.
I think this has to be one of my biggest pet peeves. (Pun intended!) :-)
I had a similar situation happen to me today! I was walking my little 8 pound dog on the street, minding our own business, when we walk past a house and all of a sudden a huge black dog and a cocker spaniel come running 100mph out of someone's garage and jump on my dog. She starts screeching and after a few seconds, I am able to get her out from under them in my arms.
The owner runs out from the garage and instructs me to 'next time just kick them in the head.' No buddy, I don't think so. How about you prevent your dogs from racing at people in the street and attacking their dogs? Since this is the second time this has happened to me with this guy, I called the city. He clearly doesn't get it. My dog has back problems and having two dogs 3-10x her weight jumping on her is NOT good!
I feel bad for his dogs because he clearly treats them like crap and blames his own lack of training on them.
Seriously, WTH??? I am sorry that happened! What is wrong with people? I hope your pup is ok.

I honestly never knew there was a socialization class. I'm going to look into this for our dog. I haven't been involved in her training, DH had her before we got married. But it's such an issue when I walk her. I have to constantly be on the watch for other dogs and then keep her close to me when we pass by. Thanks for the tip.
Well, it's not really called "socialization class" per se but I think any time you can get your dog around other dogs with a professional present your dog will probably gain from the experience. If issues come up the pro should be able to help you handle it. That's what I meant in a nutshell. :-)
The Canine Coach actually does have a class called "socialization!" But perhaps one of the others might be best depending on what your dog needs and what classes she's already had.

The K9 Coach is who I found as well. They have great testimonials on their web site. I've already sent an e-mail about signing up for one of their classes. I just worry that it's too late for our dog, she's already 8. But with probably another 8 to go, It's good to know I can do something about it.

Let me preface this by saying that I am not a pet owner.
I can not tell you how annoyed I have been by dogs not on leashes in my area lately. I run and walk on a very popular regional trail often and strange dogs run up to me all the time. There is a park near my house where a guy, at the same time everyday, lets his two dogs run wild through the whole park. He is on his cell phone the whole time, each time. The first time I was scared sh!itless when they both ran at me full boar. I had no idea they were going to keep running past me. Meanwhile, dude owner is 100's of yards away chatting on his bluetooth. Now I know they are not interested in me, but as a dog owner, would you be annoyed at this?
Then there are the retractable leash issues. Again, not a dog owner but those things have tripped me or nearly taken me out off my bike so many times I have lost count when I dog darts across the lane. I know the trail rules state no retractable leashes, but so many people don't follow it.
As a non-pet owner who is generally not trusting of strange dogs, I am annoyed at this so I can't imagine being afraid and helpless for you and your dog. I'm really sorry I keep hearing stories like this from you guys.
Kiz - I doubt it's the same woman, but there is one I see everyday with a small fluffy white dog. The only reason she irks me is because she never smiles at me even though I see her everyday.

I AM a dog owner and I HATE retractable leashes on walks. Your dog should walk by your side, no questions. (Renzo pulls but I keep him close.)

We have one that we use ONLY for potty time in the back yard so that Renzo can have more than 6' to work with so he can do his business. (I don't want to be 2' away when he is pooping, ish.)
Next time you see the bozo with his loose dogs, tell him there are 2 perfectly wonderful dog parks in St. Louis Park (where I assuming you're running...?)
Stone Mountain Pet Lodge in Blaine has a "Socialization 101 class as well. We haven't taken it, but Daisy did the rest of her training there and the staff is fantastic!
