Yesterday on my lunch break I was walking my 8lb dog (on a leash of course) when two dogs down the street ran at us full speed from inside their garage. Before I could even blink they were on top of my dog (probably 30lb and 70lb) and she was screeching and yelping. After a few seconds the owner ran out and was able to get his dogs away. His only response to me was 'next time, kick them in the head.'
This is the second time in a year this has happened with this guy.
Today I get home from work and Daisy is unable to put any weight on her back leg. Since the vet closes at 6, I had to take her to the e-vet, she was in obvious need of some pain meds. They took x-rays and nothing broken, just kneecap out of place and pinched nerve. Total bill was $375.
I believe I have the right to insist this guy pays the bill. DH thinks I should let it go because we can't 'prove' that his dogs caused the injury. I disagree and think if anything, this irresponsible guy should pay and maybe it would teach him a lesson.
I rang the bell with no answer and the guy's number is unlisted. I left a note explaining the situation and telling him I believe he is responsible. So far, no response.

You did what I would do. Ditto reporting the dogs to animal control. St. Paul has leash laws, the dogs were in violation of those laws. Every time you see them out, call AC. That's a sh$tty owner for sure.
