Can I email a recruiter?

I had an interview with a hospital a month ago and didn't get the job.  Alas.  They now have another position open (not the one I applied to, but within the same hospital system).

When I arranged my last interview, I relieved an email confirmation with the recruitment specialist's contact info (in case I had to cancel, etc).  Now in applying for this position, is it out of line to personally email her and express additional interest?

Something like:

"Dear So and So, After submitting a formal application via (hospital's) employment site, I would like to additionally express my interest to you in regards to the XYZ position.  I think I would be a great fit for this position with my current experience in X and past experience in Y." Etc, etc, etc...

Thought?  TIA!
