Another cover letter question...
I worked for a school district starting Sept 2008 - I went on mat leave in October 2009. It was a 1 year mat leave so technically I was employed with the district until November 2010. While on mat leave their were lay offs and everyone who had my position (student support services) were laid off. I was offered another position when my mat leave was up but it wasn't something I wanted to be doing so I declined.
In my cover letter should I mention that I loved that position (the new job is for a very similar position) and that I was laid off or should I just leave it and hope that I get an interview and explain the situation then?

I feel like I would need to see your CL before giving advice b/c it sounds like it depends on the flow of your CL.
What situation are you explaining- being laid off, the short time frame?
When you say just leave it- do you mean leaving the position completely off your CL? Or mentioned that you were laid off?
I feel the need to explain why I was there for such a short period of time. I don't want it to look like I job hop - b/c I really want a long term job.
I would never leave the position off of my resume. My normal cover letter wouldn't even mention any specifics about why I left any job - maybe I'll just leave my cover letter as stating my strengths and why I'm a good fit and explain the prior job situation in an interview.
