I live north of the city in Harford County and am considering a job in the heart of the city on Pratt St. I have been fortunate enough to work in the burbs so I am not sure how rough the commute down 95 really is. I assume it will be better once they open the additional lanes but don't want to factor that in at this point. I would plan to get off before the tunnel and drvie through the city the rest of the way. So if you do this drive, how bad is it? I am assuming it will take me roughly an hour.

Depending how far up in to HarCo you are, I would potentially consider coming down Route 1 and getting on 695 to 95. 95 gets really congested above Mountain Road all the way down until you get to the 695/95 merge and that congestion begins around 6:30am. Afternoons can be a beast too until you get past White Marsh going north.
I live in Perry Hall and always go down Belair Rd to 695 to 95...when I would get on 95 at White Marsh it would always be sluggish until the merge.
With that said, I have to be at my desk by 7:30am and I leave at 4:00pm. I work right at St. Paul and Baltimore Streets...so pretty much where you're talking about except I'm not sure where on Pratt you'd be since you didn't mention which end. I leave by about 6:40 in the morning and I get home about 4:45 in the afternoon. Fortunately I do get to miss a majority of the traffic which is part of the reason I changed my hours (I did come in at 8 and left at 4:30). I'd take a commute on 95 any day over a commute on 695 or 83.
Do you know what your hours would be? Also, do you know which end of Pratt Street you'd be at? With the construction going on downtown right now for the Grand Prix, I'd caution you that while temporary, the later the am commute, the more of a clusterf*ck it becomes down here. Sometimes it can take 10-15 mintues to get from the Camden Yards end of Pratt Street to the President Street end of Pratt Street. I would say that a 45 miinutes to an hour commute is probably a good estimate for you coming from HarCo.

If you take the job and have to be in at 8:30am, I would probably leave your house at 7:10 to be on the safe side. The afternoon around 5:30pm does seem to move...it just moves more slow! If you don't have parking, it can get kinda pricy to pay for a garage. You might want to consider one of the commuter buses out of HarCo or our of White Marsh.
IMO, I think that 95 actually moves better than 695 during normal rush hour. I come from Bel Air. If you can make it to White Marsh by 7/7:15 then you're good, you usually won't hit much of anything. But if you need to be at work by 8:30 I'd say leave by 7/7:10 to be safe. It can really vary. From my experience it is worst between White Marsh and the 695/895 merge/split.
I think once the new lanes open up it will get better. I drive into the city at 6 PM and come home and 7:30/8 AM (work nights) and I have to say that with traffic eliminated the commute is not bad at all. It takes me about 40 minutes.
I am late to this but I commute to the city every day from Abingdon/Bel Air. I leave my house at 6:45am and if there are no incidents, am at work by 7:25-7:35. I leave work at 4:30 and usually am picking up my son by 5:20 again as long as there are no incidents. I am the first exit after the tunnel (Key Highway).
It is worse from White Marsh to the 895 split as someone said.
