It would be...except he will only do it about 1 x month and has repetedly told me how its "not his favorite thing to do". Who knows maybe a toy will make him realize that its not ok and lead to him doing it more often..

You sound very selfish, what are you 10 years old? If you don't get yours , he doesn't get his. Your the type that when your dh goes down on you and swallows your juices , you don't swallow him. Um, I give him oral way more than he does me, I am not saying it has to be equal, I like doing it and it makes me extremely turned on. That being said, I would like a toy that could give me a similar sensation, and if it motivates him to reciprocate more often that than would be a great effect.
