No.
I have one sealed in my basement (it's a different kind) that MIL bought that hasn't moved since I got it.
Keep in mind, though, that I'm a minimalist when it comes to baby gear, and that I'm a biologist that believes that some exposure to normal germs is ok and even good for our kids. I just use the wipes real quick that most stores have at the front, or even use a baby wipe, and then put him right in.

I have one. Mine is from BRU and goes on both carts and high chairs. I love it because I can attach toys to mine and Lucas can play without me having to pick toys up off the floor every 5 minutes.
Also, I was using it at Applebees recently and the pregnant waitress goes "I just got one at my shower just like that. I know how dirty these high chairs are!" Probably not something she should have told her customers, but I was glad he was in one after that. haha
Oh, one more thing...
I'm also a babywearer, so (even now) half the time I throw him in the Ergo when we're out running errands. This is also fantastic for when they're little, before they are big enough to sit up in the cart, and it keeps random strangers from touching him, too!

I do this at the grocery store. Lucas doesn't need toys there. He is to nosy looking at everything else!
Seriously! I love your point about the toys; I can see how that would be extremely useful. We just used those links for that in a pinch because you can wrap them around the cart or the high chair and hook toys to them. Although now that his toys of choice are things like matchbox cars and crayons, we're constantly picking things up!

Eli isn't old enough to go in the cart, so I usually wear him in the Baby Bjorn when we are in stores, or I put his carseat in the cart. I do have one of the cart things for when he is old enough though.

I had one and used it for 2-3 months. As soon as B outgrew his infant carrier, so around 6 months old, I started using it. Like someone else mentioned, it was nice for attaching toys to, and things didn't fall through the cracks of the cart with the cover on. I also liked how it provided him with some padding and it had a strap I could use to secure him in the cart. He was just barely able to sit up unsupported when he outgrew his infant carrier, so it was nice to have some extra stabalization for him.
I only used it as a high chair cover a handful of times, because I always wiped the high chairs down really good with some anti-bacterial wipes anyway.

I'd say yes, especially through the "I'm gonna eat/lick/bite anything in front of me"
Also it keeps a lot of messes contained if you are out to eat.
ETA: I'm also a germs are fine person. But at the mouth age some of that freaks me out a little bit.
Most of the time now I just put L in the cart, and I never wipe them down unless they look bad.
My MIL couldn't believe I didn't wipe it down, ha
