We recently moved to a new house and our neighbor next to us has a dog. I don't think they ever let the dog inside, it is outside all the time, morning, noon and night. The dog barks nonstop at some point every night for at least 30 minutes and they do nothing about it. For example, last night the dog barked from 9:15 until about 10:45 and then started again at 4:45 until 5:30 this morning....and woke DS up, which I was NOT happy about. Also, they have a hole in their fence and earlier this week the dog got out and I watched the dog chase after someone who was running down the road and go after the guy. An hour later I came out to water my lawn and the dog was still running around the neighborhood. It saw me and started coming after me and I started yelling at it. It was at that point that the neighbors kids who were playing in the backyard finally noticed that their dog was missing and the kids came and got him. Is there anything I can do? Call the HOA? Can I call animal control if I see it out again chasing after people? FWIW, its not a big dog, I think its some type of terrier dog. I would rather not confront the neighbors, besides, I don't think they really care about the dog by the way I see it.

You can call animal control when you see it out. I'm sure you can complain to the HOA also. I'd also try contacting animal control or the police about the noise disturbance.
My neighbor had chained their dog on a 3 foot (literally) chain to their back fence. The dog was stuck in the mud and barked all day one day. I called the non-emergency line at the constable's office and they came check it out, he didn't really do anything but left a note for the neighbors. So I took pictures of the dog and sent it to animal control. I think the neighbors wound up surrendering their dog. They had bought it to be a hunting dog but then it broke it's leg and they didn't want to pay to fix the dogs leg so it would heal properly and because of that the dog had a lame leg. So of course, to them, the dog was now of no use.

Regarding the outside all the time: I have 2 labs that have decided they prefer to be outside almost all the time. They have even decided they would rather sleep outside at night but the instant I hear more than two barks from either of them (or if some one makes as much as a peep that I hear in the middle of the night), they are inside kennels for the night. In the winter, they want to be in their kennels at night time.
Oh wow...those dogs would mysteriously go "missing" if they were next to me. "Oh Animal Control, I found these dogs and I have no idea where they are from. There are no tags. Please come pick them up ASAP."...or something along those lines.

The dog barked all night long.....no joke. I wanted to call the police, but DH said no. He thinks that we won't be able to remain annoyomous....I disagree. Can I call the police and have them come out and I remain annoyomous? FWIW DH went outside at 4:00 this morning and the neighbors on the other side of the barking dogs house he said had all their lights were on, so my guess is they couldn't sleep either.
