Need new ways to organize clothing
Between my husband and I we only have one dresser and one closet to hang clothing in. We also have a closet that has shelving that can't quite fit clothes in it comfortably--- they hang off of the shelf somewhat. I want to utilize the closet with shelves in it but don't know what to do. Right now clothing is just haphazardly placed in the shelved closet, some is hung, some is in the dresser, and we are living out of laundry baskets. We are going to weed out what we don't wear, which will help some, but not completely cure the issue. We don't have the room for a second dresser.

I feel your pain! We live in a 1920s bungalow so space is a challenge. We have one dresser. In the closet, we've rebuilt the shelving to fit our needs, and we placed a 2x4 cube expedit on the floor. In the bins in the expedit we keep t shirts, casual pants, workout clothes, etc.
The other part of the solution is to get rid of clothes you don't love. And every time you buy something new, get rid of something old.
Under-the-bed storage? You can buy plastic boxes with lids that will fit under beds (low and wide boxes) out-of-season clothes. Or keep clothes for painting/gardening in them, and put out-of-season clothes in the attic.
Definitely throw out anything you don't love: pare it down to the best of the best.

Look over your house and see whether there is any unused space--high, low, narrow, or obscure--which could be put to use. Then build or buy some storage (or shelving) for that spot.
