Knitting in the round question PIP

I knit this wool soaker on a circular needle until the garter stitch round and then knit back and forth to form the leg gussets. Is there any way to make it look more uniform? You can see that the bottom half is still stockinette stitched but it looks so much bulkier and not as pretty as the top.

It's really hard to see in that picture- the glare from the flash and the distance from the stitches make it difficult- but, my guess would be that you're either twisting all your stitches under the garter row, or twisting stitches on every other row.
Have you not been knitting very long? It's pretty common for newbies to twist on the purl rows on accident.
I am a newb. This is my first project that is not a scarf or shawl. Here is a close up of botched section.
Beside not being smooth it is also missing those nice "knit" lines between the rows on the top.
Yes, those stitches are twisted. That means you're knitting (or purling) into the back loop of the stitch. Practice some knitting and purling on a plain ole swatch and pay careful attention to which side of the stitch you knit (or purl) into and what the resulting stitch looks like.
Knowing how to "read' your knitting will really help you to advance your skills!
