Sewing advice please!

I am making a pettiskirt with the outer layer out of cotton, and I didn't hem the bottom tier.  It didn't even occur to me at the time, but now I can see the bottom of the skirt is starting to fray.  I really don't want to go back and try and hem it because of where the ruffle is sewn, I think it would be very hard/I would mess up a lot.  Does anyone have suggestions of what to do?  I was thinking of going back and cutting it with pinking shears, and then maybe fray check it.  Do you think that would work?  I don't have a serger but I have heard that zigzagging off the edge of fabrics can make a similar effect.  What do you think?
