So we are moving this weekend to a new place. Right now we rent out the bottom floor of a house and have a woman who lives above us. We are moving because she is crazy and we hate living here. Aside from that, I feel like I have a serious problem. The lady who lives above us has a cat.....but doesn't take care of it, so we basically adopted it and the cat is always in our part of the house and loves us. The lady above us started a new job several months ago with Southwest Airlines, so she is basically never here. I think she has been home for ONE day in the past month....(BTW, we take care of her cat without ever being asked to care for it, but we take care of it because we aren't heartless people and the cat needs to be cared for). So basically, the lady is never home and she has an animal...She has one of those food bowls that is like constantly dispensing, so the cat has food and it is also an indoor/outdoor cat, so he spends the days outside while we are at work. It's all pretty BS because we still have to give the cat water and let him out, etc. So what happens when we move out this weekend??!?!?!!?
Sooo, I am really sad. I am totally not even a cat person at all, and have a mild allergy to cats, but this cat has really grown on me. He is super sweet and he really thrives off human interaction. It makes me get all teary-eyed to think about us moving out this weekend and leaving the cat here with no one to play with or to take care of him.
I have thought about just taking him with us to the new place, but no pets are allowed....and while cats can be easy to hide, I just feel like we would get caught, plus like I said he is basically an outdoor cat and I think he would feel cooped up in a 1bdrm condo.
Soooo.....do we just leave him here and try to forget about it? Or do we go behind her back and take him to the humane society? Ugh, this makes me so sad!!! Does anybody want a sweet black cat? He is such a great cat and it just pisses me off to no end that there is people who treat their animals like this!

The humane society won't take it since it's not your cat.
Your best bet is to give Animal Control a call and explain your situation, they'll tell you the best course of action.
However, be aware that they can't do much if the cat has access to shelter, food and clean water.

Report them to animal control. Call them to make a report (that she doesn't provide sufficient water) and send them a letter detailing the situation.
You might also write a letter to the owner of the cat. Go at it from an "understanding" angle... i know you've been busy with this new job... it must be hard to be away from home so much... we've been doing xyz for the cat, x often, but we're moving and i'm worried kitty might suffer with your new grueling schedule.
You could include an email address where she can contact you after you move (i'd use a non-primary address, and not provide other contact information), if you want to offer help (cat sitting, finding kitty a new home, etc.).

I agree with PP. Write a letter to Animal Control and the owner. With the owner, obviously be nice about it. Hopefully she'll realize that since she is gone so much she should at least have someone to come by everyday to check on him.
Have you tried the pets board? They might have some more advice, though some might not be happy with the cat not getting a lot of interaction from the owner.

double this. i wouldn't take her cat or report her before i talk to her about it.. and if you move out and she isn't there, leave a BIG thing of food and water for the cat to eat/drink.
