Sorry, I didn't check back for a while. There are still a bunch of things you can do with a baby in the harbor. I love the aquarium, and found it to be very stroller-friendly when I was pushing around my cousin. I don't know if it's something you and your H would be interested in, but if so, you can definitely bring a baby there. There are a ton of families so no one minds if a baby is fussing, and it's very easy to cut your visit short or skip some exhibits if you feel like you need to get out of there faster b/c of a cranky baby. On Friday nights they have discounted tickets, too.
A *very* short walk from the aquarium is a mall (the Galleria) on the right and two shopping centers (on the left, same side as the aquarium) with a bunch of fun little boutiques, restaurants, ice cream shops, etc. I really like just walking around there. There are dragon-shaped paddle boats and there is also a little 'harbor cruise' (not sure how much these cost) that will take you around the harbor, if Baby Q is up for a boat ride.
Almost all but the fanciest restaurants in the harbor are family-friendly. One of my faves is La Tasca, a tapas place - it's actually a chain, but we love going there because there's a huge variety of food and you can sit on the patio overlooking the water. Again, lots of families, plus you can eat outside, so babies would be okay here. P.F. Chang's is another good place in the harbor to bring a small child - but like I said, there are a bunch of restaurants that would be fine all near the aquarium, I would only avoid Fogo de Chao and the Capital Grille. M & S Grill is a yummy steak & seafood place in the same building as La Tasca, and I think it would be fine to have a baby there but I'm not sure if I've ever seen one, so you'd have to ask if they have high chairs. A slightly farther walk down the street will bring you to Kona Grill - I highly recommend you check out their menu, they have a huge variety of food at a bunch of price points (small plates, regular entrees, and fancier entrees) and it's all delicious. It's a fun atmosphere and there's a giant fish tank inside. Their red velvet cupcake is the best I've ever had - and it's big enough to share!

Wow, that's great! We not really picky eaters but the steak/seafood place and the tapas restaurant sound awesome. K loves chinese and we don't have anything as good as PF Changs around here. Plus we're lucky in that Baby Q usually does really good in restaurants (although I probably just jinxed myself).
Are most of these places walk-ins or would you suggest reservations?
And I'm alredy putting the dragon paddle boats on my to-do list!
I would say they are generally walk-ins, we've only made reservations for large groups in the past. If there is an O's game, the waits can be ridiculous directly in the harbor (all the places but Kona), so in that case I might make a reservation just in case.
There used to be something called a duck tour, where a trolley-type thing drives around Baltimore pointing out the sites, and it ALSO can go in the water. I'm not sure if it still exists, but you might want to check it out. There are a variety of tours (i.e. 'Haunted Baltimore', typical sites, historical stuff, etc) available, and also a normal trolley. Sometimes they're a good way to see the sites and also get to rest your feet.
