If you are at a public location and they have a Women's Restroom, Men's Restroom and a Family Restroom, what would you expect to find in the Family Restroom?

This. Although I am super impressed with the ones that have an additional smaller toilet for little ones.
Ditto to Starlette at a minimum.
Wouldn't be offended if they also had an adult's height urinal, kid's height urinal, and toilet lower to the ground.

I haven't seen that anywhere, that's awesome. Usually just a larger than average bathroom (one toilet, one sink) and a changer.
a toilet that doesn't automatically flush and a changing table. Some like Kohls have the mini potty as well.
and most likely an employee from the store you're in who just finished using it as a private poop bathroom. At least that's what I always see happen at Target. Which is fun to go in when you waited a while because your kid is terrified of auto flush potties and know they aren't in the family one.
ETA: A changing table.
This is also what I would expect. We went to Reliant Stadium Saturday for the Texans game and there was no changing table in the Family Bathrooms, and the one that I used didn't even have soap or a soap dispenser. We were on the Club level.
We came across this the other day and I can't for the life of me remember where but the girls and I thought it was cool.

The only one I've seen is at Kohl's. And now Tori has to use it every time we're there.
