Really dumb hurricane question

I apologize in advance, but maybe someone can clear this up for me-I'm confused. Everyone keeps saying to have bottled water on hand, but if you are on public water, why? Obviously if you have a well and lose power, you lose your water too. But during Isabel, our power was out for a good 4 days and we still had water the whole time. Is that like for an absolute worst case scenario when water treatment plants cant even function?
