Who blows up balloons?
I really want to buy ladybug balloons and Party City doesn't have them so I have to pay .69 and up per balloon. My Dollar Tree will do Mylar but not latex, any other thoughts of places?

OK so Party City will charge you $.69 per balloon?
I know we have a helium tank and blow up balloons but not sure how much we'd charge a non-employee to blow them up. You could try a flower shop. Or, you could check into a small tank to get (I know when I was buying M's birthday stuff they had them on the site) and do it yourself. It's a PITA though so you might just want to pay the $.69 and call it a day.
Check with your grocery store. They might be able to blow them up for a little price.

To rent a tank from where we are getting tables at is $40 and to buy a small one is like $30 I think. I don't have that many balloons.
Holy moly, the florist we use for every told me $1.25 a piece to start, what?!
For reference, at my nieces party, BIL got 30 regular colored helium balloons to decorate with, and 1 ladybug balloon from the grocery store and the total was $40+. If you just buy the balloons and the tank, the total might be around the same.
