My brother-in-law (my sister's husband) is in the National Guard and officially got deployed to Kuwait in July. This is like his 3rd deployment, I can't remember where the first was (it was before I knew him) but his 2nd was in Iraq. This deployment is very different for him because it's the first time he has a wife and kid and a baby on the way while he is gone,
So anyway I'm working on putting together my first care package for him because his birthday is coming up and I don't know what I want to send him!

I didn't know National Guard soldiers ever got deployed abroad... maybe that's a little ignorant, but doesn't that make sense? National Guard should guard the nation it reports to.
Anyways, I hope he is safe and comes back soon and in good shape. My friend's brothers are in the Army and whenever she ships them something she does something DIY that reminds them of a fun event in their life. Once she sent one of them pink socks - there was some funny story behind them, and her brother pinned them to his bed. Not sure if you can send food, but if you can, add his favorite candy to the package. If it was my DH, I would send him one of those wooden puzzles because he loves them. I may sound like an idiot, because I have no idea what you can and cannot send. Maybe take a huge family picture, with both families in it? The more I think about this the more I see how hard it is to come up with something.

My cousin was in the Navy, Grandpa, Air Force, Aunt served in the Army, and my two brother in laws were Army/Air Force...(all honorably discharged/retired)
We sent stuff to my cousin, while in Saudi Arabia, and my MIL sent stuff to BILs when they were in Korea and Afghanistan. Honestly, simple basic things were really appreciated: toothbrush, toothpaste, coffee, things for cleanliness on the go, favorite snacks, books, magazines, and maybe something completely silly but fun like a yo-yo, or game to entertain them and some of the other soldiers. We sent pix, and letters, looong letters from family and friends, and that is what they loved the most.
This website has really detailed suggestions http://www.give2thetroops.org/items.htm and honestly, I think whatever you send will be wonderful. They will appreciate that someone took the time to think of them while they are serving us overseas; I bet sometimes they feel like they have a thankless job. :-)
I definitely wouldn't say that it ignorant. I think that might have been the intent of the National Guard but that's not how it ended up, it's kind of one of those controversial things. DH has a brother in the National Guard too, he's been lucky enough to not get deployed overseas yet (they are talking 2013 if we are still there tho) but he did spend a bunch of time this summer helping out w/ the flooding in SD, super exciting stuff!
