I have a 2nd interview next week, and I've been asked to complete a very lengthy employment application- fine.
At the end is authorization to release for a background check, and it specifically states access to credit bureaus so I'm assuming it's a hard pull of my credit.
I am going to call the HR dept on Tuesday to inquire, but I assume this step wouldn't be taken unless/ until I was actually extended an offer? It's a new dept. and they're not even quite certain what roles they need to fill and it could be several more rounds of interviewing ahead.
I have nothing to hide, I am just leery of having hard credit pulls done, plus we are in the middle of applying for a home equity line of credit.
Is it normal to do all these checks, including credit, without an offer even on the table? Thanks!

Re: Background/credit check as part of application for employment
I don't know the answer to when they would pull it, but it won't affect your credit if they do:

Soft inquiries, on the other hand, have no effect on your credit score. Your own inquiry into your credit report counts as one, but companies can conduct soft inquiries, too. Credit card companies who send you solicitations often do so after conducting one of these inquiries on you. Potential employers may pull one up when they're deciding whether to hire you. You don't have to request a loan or an account for a company to conduct a soft inquiry into your credit report. Background, credit checks, and drug screens are all mandatory and routine for the positions we hire. Our customers are primarily in the government sector, and require security clearances. We do these preliminary screenings by request of our customer. For example, they will not accept any individuals with severe credit problems, such as recent foreclosures or repossessions. They consider it the gateway to bigger problems if said person obtains a high-level security clearance.
So basically, we do these screenings before we offer an opportunity. We do this because we don't want to offer a position, have you accept, and THEN realize you are not a match due to credit/background/drug issues. For high-level positions though, we do offer an employment offer dependent on successful passing of drug/credit/background checks.
