Hey all, I am hoping to go to New England the weekend of Oct 21 to celebrate my birthday. Do any of you DCers have suggestions about locations (with decent driving times from here) and places to see/stay? I am assuming NE will be in beautiful fall splendor then.

If you want to see fall splendor, I'd probably spend the weekend in the Berkshires in Western MA. That's going to be about a 7.5 hour drive, best case scenario.
I really love Portland, ME, but that's about a 10 hour drive, which I wouldn't exactly call a decent driving time from here.
As someone who drives up to Boston a couple of times each year, it can be an easy trip. But it can also be a really, really hellacious drive.
new england is a pretty big place . . . so what are you most interested in? i'd make different recs based on what you like.
late october will most likely be past peak for foliage - the further north you go, the earlier the leaves turn. i was in new hampshire a few weeks ago and there were some trees already flecked with red and orange.
newport, rhode island is one of my favorite places in the world. i've stayed at the hotel viking (near the shopping and restaurants) and the inn at newport beach (across from the beach, nearer to the cliff walk and mansions). there are vineyards nearby if you like wine. RI is further south so there should still be some good color left the trees.
technically not new england but sleepy hollow and irvington, new york are beautiful towns along the hudson river and only 30 minutes outside NYC. lots of halloween activities like the great jack o'lantern blaze. we lived in NYC when we went so didn't stay overnight but there are several hotels in that area. i'm guessing it's a five hour drive from here. most of new england will be at least 6+ hours.
i have plenty of restaurant recs for newport, providence, or boston if you need them.

We took the train from DC to Boston at Christmas. It was a long trip but since it was a train we watched movies and could move around or sleep during the trip. We had a fabulous time and I want to go back very soon.
I really like Watkins Glen in upstate NY too. I'm trying to get a group together to go
The Finger Lakes. Specifically Seneca Lake.
Great wine, great restaurants. It's about 5.5-6 hours from here. You could stay at Belhurst Castle and get some spa treatments and then rent a driver from Fitzgerald Bros. and go on a wine tour around the lake and finish off with dinner at Ports Cafe*!

*their menu looks small, but on a daily basis they have anywhere from 8-16 specials.
