Absolutely!
There are a few things that you can do (I wish I were at home on my computer): you can use a combination of the clone stamp as well as creating a bouding box and copying a section, pasting it to a new layer, and stretching it over the creepy lady.

Clone stamp (don't use the pattern stamp as highlighted):
Press Alt and then click in an area that you want to replicate / copy. Release and then click over the crazy lady. You may have to do this a number of times, or adjust the opacity of your brush, or blur / smudge the area after the fact to clean it up a bit.
Bounding Box (Rectangular Selection Tool):
Select an area that you want to copy and replicate like the tree or the fence. Once you are satisfied with the selection, hit Ctrl C.
Start a new layer (ignore the orange "there it is" text in this image):
(Bottom row of tools, left-most button)
Hit Ctrl V to paste your selection into that layer.
Hit Ctrl T to "transform" that layer and drag to cover the crazy lady and you can rotate it slightly if you would need to. You may have to clean this up a bit. This is why a new layer is helpful, you can erase part of just this selection.
