I was thinking about your question about where your college friends should live. I think you said they will be here 4 years and their baby is 18 months? If so I take back my rec. for Victoria park Hackney/ Tower Hamlets at least for the entire time. The baby will have to go to reception at age 4 as it's the law and I would not want him/her to go to school in either areas.
I taught in Hackney so I know first hand.

Sorry, something in your post about your friend stuck in the back of my mind - do they already have their visas for the UK?
If not, the immigration rules for students changed on July 4th, 2011 regarding dependents - a Tier 4 General Student (I believe you said your friend was going to be studying at LSE ) cannot bring dependents ( wife and child, etc. ) unless they are studying at a HEI ( which LSE is, so that is fine ) and at level 7 or above for more than 12 months.
As your friend is studying here for 4 years this seems a bit off as Level 7 is PGdip/Masters level study, and it's unusual to be studying at that level for 4 years consecutively.
If your friend is just doing a degree ( Level 6 ) and don't have their visas yet, they could be in a bit of trouble. There are ways to deal with that through LSE, but like I said, the situation seemed a bit off to me and I thought that you may want to mention that to your friend (if they don't already have their visas).

You start school here the first September after your 4th birthday. And you can get 15 hours of free preschool for 38 weeks of the year the first term after your 3rd birthday, i.e. my son turned 3 in December so he started getting free (pre)schooling in January and will start school September 2012.
