That's actually really common for the area. Our house still has knob and tube wiring (and insulation blown on top of it in the attic
) and some areas of more up-to-date wiring. For Philadelphia, there isn't any "code" that the seller must meet. In this case, it is likely you are going to have to choose if it is a problem you are willing to deal with or not.
This. Same thing happened to my BFF. The whole deal came down to sellers fixing/notfixing the knob and tube. They didn't. They still purchased and have to slowly gut the electric from the house.
We had to get our new place updated, too (it was knob and tube). it's pretty common! It's not necessarily dangerous, though. Our insurance company wouldn't insure us if we didn't get it updated...but, I know some insurance companies accept knob and tube. If you want a good electrician, I can send his info to you. They update electric all the time and didn't see it as that big of a deal.
Can your seller meet you 1/2 way? If not, think about the house as an investment...we hated using savings on updating this house, but we bought in a buyers market so when we sell, we'll be in good shape.
the problem is it isn't just knob and tube! i wish that is atleast something we understand it is like outdated mismatch of wiring that the family did on their own so now the wires are burned through and not coated and not penned in the basement which is illegal. there is only 60 amps coming into the house split between two boxes one of which isn't wired properly and we were told is a major fire hazard. that's just the beginning though.
i'm kind of okay just walking at this point. the inspection calls for 10k in work(+ electric couldn't even be priced) he offered 2k and won't budge
also the discussion was he wanted us to put in a higher offer because there was work and he was protecting himself from having to pay to much for the work. so yeah. this was discussed between our real estate agents.
We did ask for a credit. There is no mortagage on this house owners parents bought it in 1951 for 6000. We asked for the credit but he thinks we are trying to take him for everything yawn he is down 15 k in initial listing price. We are down 26k so I'm less then feeling bad.

This guy sounds wackier than the other guy's father- maybe they are friends. lol. You have a family to look out for, so maybe it is best to just walk at this point. Check the listings on your own everyday- I used to check realtor and sawbuck- you never know what else might come up at any minute. Good luck!

We had to get our house completely rewired - it was knob and tube and 100 amp. After negotiation, we got $5k to put toward the upgrade, It was structured so that it had to go to an electrician, we couldn't just keep it and deal with the repair later. Which was fine - we wanted it fixed

Sorry to hear that - it would be nice if they would make knob & tube wiring part of the electrical cert portion of the U&O so that sellers have to fix it prior to selling, but they haven't done that yet.
If it's any consolation - signs of people "doing their own work" typically only leads to further bad things in the future.. it may be best to get out now before you go down a long future road of home ownership in a home that Mr.Illegal-DIY once lived in.
I would love to know how reputable and cheap their guy will be.
