Mostly I dress according to my office a/c/heater! I am wearing a LS shirt and pants right now b/c it's usually freezing in my office in the hotter weather, but I feel dumb when I walk to my car in 100 degree heat. ;-)
If you mean casual - on the weekend stuff - then I say on the weather. (Although, I am no fashionista!). Funny, though, b/c I was going to go roaming in Target, and ended up changing into jeans before I left b/c I am usually freezing in the stores in shorts and tanks - so maybe I really do just dress for the "inside" climates (since that is where I likely will be most of the time!).
I still wear things appropriate for the weather (crops, short sleeves, whatever) but in fall colors. I don't wear anything super lightweight that screams spring/summer.
I stock up on short-sleeved cardis and sweaters in the middle of the summer when they go on clearance. It's too hot for full-length sleeves most of the year anyway.
When I was still working I pretty much had to dress for the season instead of the weather. Now that I am at home I am finding that my shorts and tank tops are staying in rotation much longer than they would have in the past. It is still so hot--it is just impractical to be outside in fall fashions right now.
Once we get to a certain point though (probably early October) I'll probably say screw it and pull out fall stuff anyway.
I voted "wear what I want" because, like CareBear, I dress for the office temp during the week and whatever I feel like wearing on weekends and work from home days. Today I am in a t-shirt and jean shorts (at home). If I were going to go to the grocery store I would add a knit hoodie or sweater since I get cold in there.
