Not sure where you are in South Philly, but there is a Violet Salon on 10th & Oregon and another on 11th & Reed across from the Acme. DH used to go there before he starting shaving his head *sigh*and I don't think he paid that much for a cut.

mr. eagles always went to a place called something- Anthony at 11th and locust? I think? I will confirm with him later, but the ladies were super nice and it was definitely under $20. we used to take the kids and Charlie got his first haircut there

ETA - it is Thomas Anthony, 234 S. 11th st. I will ask him if he remembers the lady's name. She was older, kind of heavy, blond hair, glasses. The owner is a super Italian type, very slim, dark hair, a little flamboyant. Super nice peeps

You could take Milo to the Schuylkill River Park/playground while he's getting his hair cut. That's what we do
This is where my H goes ( I actually go there too) and it's something like 12 bucks for a guy cut.
