I do believe she is pregnant, as it's obvious in the bikini photo above.
I think she padded her bump for her VMA reveal, and has continued to pad it for appearances because people would talk if it was suddenly small again. I don't think it's a big deal that she padded it. I'm sure the VMA reveal was planned for a while and she just wasn't as big at that time as she had hoped/thought she would be.

I mean, the whole thing doesn't seem out of the realm of possibility (that is, pretending to be pg but really using a surrogate. Weird, but not unbelievable). But based on the bikini photo, she is certainly pregnant.
