What are some good websites to get free or cheap digital scrapbooking paper and embellishments?

designhousedigital.com has freebies on the website and if you sign up for the newsletter you will see that they have something for free each Monday. On Monday, they also feature three other kits for $1.
jessicasprague.com has One Buck Wednesday where there are about 8-10 kits offered for a $1.
penscrappers.com runs a contest with a free kit about every quarter. And that is great place to find some good designers as well. I think their bios link you to their stores/blogs.
Lots of online stores run special promotions so it's just a matter of finding what designers/shops you like and signing up for their newsletters so you don't miss out.
Otherwise, following a store blog or designer blog is sure to land you some cool, quality freebies. Most shops run blog trains once or twice a year and while it's work, sometimes you can find some great stuff. My shop will be doing one in a week. I would say that as you start finding things you will soon realize what is quality and what is not and will also find what your taste is. That is a great way to then find what blogs to follow, etc.
