Which direction do the ruffles go? Say the fabric is 45wide and I buy 1yd. are the ruffles 45" long or 36?

I haven't purchased from there, but based on what I saw, I would think the ruffles would be 45" wide and the rows repeat along the yard measurements. Does that make sense?

So, 1yd of 50wide would give you two skirts that would fit a 25" waist and be 36" long, with the ruffles going the correct direction.
Or if you wanted to make make 9" curtains you would just get 3yds and not have to sew anything together.
I know I'm over thinking this.
