I am going to attempt a cake similar to this:

Do you think it would be easier for me to make it out of frosting/icing (maybe on a cookie I stick to the cake sort of like the second pic) or could I make it with fondant without too much trouble? How hard is fondant to work with? I've never done it at all.
I could also just do Milli's head on a ton of cupcakes using licorice for her ponytails.
How would you do it if you were me? Any tips?
Are there any types/brands of cakes that work better for layers?

I would imagine it wouldn't be too hard, as her head is basic shapes at least. I've never worked with fondant though.
I use any box mix for all my baking. But I freeze it solid, in the deep freeze prior to frosting. Makes so much sturdier, less crumbling, etc.
If you get the already colored fondant, I think it would be fairly easy to do the character. I haven't tried coloring it myself, but I have covered a cake with plain white. I think trying to color it yourself would be really hard to get it even. My SIL (who has a small cake business) says Walmart has the freshest premade fondant. I've also seen a recipe for one you make yourself using marshmallow fluff, but I haven't tried it.
The best boxed cake mix is Pillsbury Moist Supreme. If you are doing white cake, use the egg white recipe. I never stray from it anymore because nothing compares. I always get tons of compliments on my cakes (as does my mom), and that is the only kind we use.
