  For our wedding, we had our ring bearer wear his own black suit (or buy one, I forget).  We were able to buy him a bow tie and vest at Men's Wearhouse for like $15.

  I have a friend who has one that you can borrow. I think it's shorts though, but you could pair it with white knee socks.
