I think it depends on the type of person you've giving them too. I usually give them as stocking stuffers to my immediate family. Half of the time my parents forget to use them, but I'm not offended since they're so cheap...plus it makes up for it when they do remember to use them.
Each coupon/restaurant is different as to what it includes and excludes (day of week, time of day, alcohol, bill minimum, tip, etc). Read the fine print.
