She posted here a few days ago with a lot of suggestions for getting help in the house while she was on bedrest.
Short of that she needs to file for separation from this DB. She can talk to the JAG office on post but they won't be able to file separation papers for her but merely explain the process to her and make sure his command is aware of the situation and that she's receiving adequate financial assistance.
In addition to the other great advice for resources to help you, your kids, your finances, I'd make sure someone higher up (the first sergeant, or whatever the army equivalent) knew about this. I'm a vindictive little ***, and as much as I hate how involved the military is in people's personal lives, I think this is a good time for it. IME, they don't take too kindly to that sort of behavior and will give a serious tongue lashing at least.
A friend of mine was diagnosed with cancer, and her ex-h ignored her and continued to go to work. He even refused a direct order to go home and care for her after surgery, . Of course that doesn't make the situation better, but knowing that he got seriously schwacked at work for being a d-bag made it a tiny bit easier to take, or so she told me.
I guess there's no easy way to report "my husband is a cheney who texts while I'm in pre-termlabor," but you can say "I'm filing for separation due to x,y,z. Thought you might want to know"
