Lone Star was my favorite non-fancy steakhouse but I don't think there's one around here anymore.
Flemings is my favorite fancy steak place. Better than Ruth's Chris IMO.

pretty sure there is still a Lone Star in Columbia - near TRU/BRU
That's a Longhorn (I've been once at another location and have no memory of how the food was!). The Lone Star in Columbia used to be where Stanford Grill is now.

I thought Lewnes was just okay...of all the big steakhouses I have actually really liked Shula's the best! Ordering off of a football and them bringing every possible cut of meat (including the live lobster) to your table before you order is always fun
Flemings and Outback are owned by the same restaurant group (along with Roy's and one or two other places I believe.) I really liked Fleming's as well...I liked what I got at Ruth's Chris better I think but Flemings didnt have something similar. I will say that the sides at Flemings were quite large - H and I each got mashed potatoes, and we really could have shared. The service was also very good.
And I agree that I like Sullivans. i've only been during restaurant week and they were really really good, so I figure they'd be even better on the regular.
ETA: Flemings is also associated with Carraba's and Bonefish according to their website.
Fleming's and Capital Grille are my faves.
My personal take on some of the other popular options: When I've been to Sullivan's, it was SO loud that it was tough to even have a conversation. Plus the food is good, but not blow your mind good like I think others are. Ruth's Chris is solidly good, but not amazing. I've never been to Lewne's but I definitely want to try it! I was extremely disappointed in the Prime Rib the one time I went. Food was VERY pricey and not that good (except for the lobster bisque, which was amazing) Stanford Grill is good, but ambience wise, I'd say it's more like an Outback than a higher end place. Oooh this is making me think about how much I love steak...
Also, Capital Grille has the best cake - chocolate hazelnut. I've gone there before just to get the cake!
I just read that Shula's Steakhouse closed shortly after The Brass Elephant closed. Shame
Shula's 2 is still in the Sheraton Hotel though.
Also - what about Fogo??
Chart House is also a nice place to try if you are heading down to Annapolis. I rarely get steak anymore, mostly fish entrees and other seafood entrees, so if that interests you Chart House is a good pick!
The newer Annapolis Towne Center also has Chop House which is pretty good I've heard...
I've always been scared to try that place since the seafood restaurant they owned below it sucked so bad.
