While I was on leave from my job I was offered another job. I am not expected to return to my job that I plan to resign to until January 11th. When is the latest I can send in my letter of resignation?
I know about the customary two week notice. I assume this still applies? It is in the public sector. They will either be unable to fill the job due to a hiring freeze or will transfer someone in from another office or within the office. Their plan was that due to an injury, if I was not healed they planned to terminate me anyway.
Edit: Can I make my resignation date effective on January 11th or because I start my new job beforehand, do I have to make it earlier? Would I be breaking any laws here? I would not be claiming any type of disability benefits and I would not be getting income from the job I hope to resign from.

So you're on medical leave? When are you supposed to start this new job? I assume you're healed enough that you can start a new job, so they wouldn't terminate you. Correct?
Honestly, I think you're overthinking this a little. Call your HR dept and ask them how it works.

HR isn't returning my calls. Either one, because she is out of the office because they assigned her work outside her job description or for other reasons. Such as the fact that my leave was denied and she isn't permitted to speak with me since she is also the secretary for the head manager and she has conflicting roles. She has not responded to my 4 phone calls and I no longer have access to work email. She hasn't responded to emails from my personal account.
Sadly the situation is much more complicated on levels outside being on leave.
Am I healed enough to return to work? I'll find out tomorrow. They offered me the job a week before they planned as they told me in my interview they were going to decided tomorrow or the next day. They offered it to me two hours after my interview.
I did some research and it looks as though I need to inform them of my return or my lack of return within two weeks which would put me at December 29th.
