  • I'm torn. How would they guarantee someone would be there to care for them at the end of the trip? Is this just pushing the problem to someone else? I know other cites do this, but I'm not seeing how this is a good idea - it could just create more problems for some other city.

  • I think this description as written probably sounds worse than what it is. What I actually picture this as is a program that can help provide one time transportation for a desperate person that meets some need-based requirements (and at no additional cost to taxpayers!) That sounds like nothing but good in my opinion. Tacking on that they must have a 'caretaker' at the other end makes it kind of icky for me. Are these not adults?
