I believe the summer is the priciest time to go to Hawaii, followed by spring. Winter and fall are typically cheapest, as long as you steer clear of Christmas/New Years.
Re: Which island and town, you have to provide more information than that. It's a very diverse place. What do you want to do/see? How do you like to spend your time? Beaches? History? Hiking? Adventure? Volcanoes?

As far as what island to go to, what are your must-haves or hopes for your trip? Do you want a city-like vibe with lots going on? Are you wanting seclusion with just a bunch of beach bumming? A combo of the two? Lots of shopping? Nightlife? Water sports?
I would recommend going to the Hawaii tourism website. It has detailed info on the 6 major islands (although there's really only 4 that people frequently vacation to), with possible itineraries for each, as well as major attractions, hotels, restaurants, etc.
