One of my favorite places to visit is Dolmabache Palace. It's much newer than Topkapi (and sometimes still used for state events), and very opulent.
I also wanted to ditto the Sultanahmet Kofte restaurant that Gilli mentioned in her review. It's amazing.
If you like seafood, there is a street right off Istiklal called Nevizade that has a ton of fish restaurants. It can get a little crowded and overwhelming with everybody trying to get you to eat at their restaurant, so don't feel bad ignoring them. I've eaten at Abbas Restaurant there, they were nice. Most of those places have a flat fee per person (something like 70 Turkish Lira, when we were there a couple months ago) regardless of how much you eat.
After shopping at the spice market, you should stop by the Galata bridge and have a drink and watch the sunset. But just drinks, I wouldn't recommend eating there. Another fun (but pricey) place to have drinks is at Vogue restaurant. It's at the top of a tall building and has great views of the whole city. I've heard that they often have celebrities there too.
Cabs are pretty inexpensive (at least compared to what I'm used to in Chicago), but be careful because they have different rates for day time and night time. Do a bit of research in advance so you know if you're getting ripped off.
March should be a good time to go.. not too crowded. But even with thin crowds, Istanbul is not a very stroller friendly city (I noticed you have small kids). It's not impossible, but with the narrow sidewalks and lots of cobble stone streets in the older parts of the city, it requires a lot of patience.
There are so many amazing things to see, do and EAT there.
