I know I have vented about this before and I am guilty of bringing Ian in when he was weeks old to get a couple things done while on maternity leave (heck, I BF with a cover on in my male bosses office because Ian was fussing while we were working on a deadline issue) or E for 45minutes when I have to take her to pre-school. I realize that there are exceptions for stuff like this.
But all day? No, never.
It isn't fair that you bring your kids in and don't have to pay for daycare or use a PTO day, but everyone else does. Note that this isn't the boss. And I am pretty sure this person's known about the kids not having school for quite awile and could have made other plans.
It's so disruptive.

We have VERY strict rules that if we're on contracted hours that we're not to have our children with us. If I were to bring my own kid(s) on a plan day when we just work in our room, I still have to take PTO even though I'm there. If your kids are there you're not being paid regularly. I think it's fair. If you're being paid to do a job then you have to give your job your undivided attention or not be paid regularly.
I wasn't aware this even needed to be spelled out in a rule book. How annoying, for everyone.
I work in an office, a quiet office, and having my kids here would be impossible and pointless if I thought any work would get done.
