How to increase online presence?
I am trying to help my husband, a small business owner increase his presence online for his septic tank business. His father started the business and back in those days there was no internet 
AT&T is working on him a website and i have edited his information on google places.
is there other sites I should be looking at?
how can we increase his rating (how far up he is online) without spending alot of money?

You could advertise his company on your local Craigslist or community newspaper website (if there is one). Local exposure is a great way to get more business!
Perhaps business cards would be a good idea, too. Good luck!!
This. Maybe offer deals for people who do referrals or offer free consults or some type of deal. Local exposure will work. Make sure you are in the phone book. See what the local paper offers. Maybe local boards at grocery stores or something. Is there some type of group or association he can join that can help him too?
Answer questions on quora, write an helpful article on squidoo, press releases, guest blog (not sure about where people blog about spectic tanks though). Create a facebook page. Create a youtube channel and film FAQs? Get customer reviews from yelp and in google.
