Is it better to do an all inclusive? If so, is Sandals the best? Any others?
I've
never been on a real island vacation, and DH and I would have so much
fun...it'd be great to get away for a few days and relax on the beach.
When is a good time to go? Do you think during off season is best? If
so...when exactly is off season?

If you decide against going to an AI, I highly recommend Puerto Rico (post in my blog, link in siggy). It is a large island with lots to do.

The tropics lay between the Tropic of Cancer and the Tropic of Capricorn, and run alllllll around the entire world along the Equator, so can you be more specific?
You want to do a Caribbean holiday? Or Mexico?
The Caribbean is quite vast, extending all the way from southeast of Florida to the coast of Venezuela, there are LOADS of islands, all with their own personalities. August through October is a bad time to schedule holidays on islands north of Barbados, I'd say (hurricanes).
With Mexico, you've got resorts on the east coast and the west coast, with differing coastlines between the Gulf and the Pacific Ocean. Easterly the most popular place at the moment is Riviera Maya, and I suppose the most well known on the western side is Acapulco.
Then you've got Central America, and Costa Rica, and all that.
Sandals is not the "best" but it's acessible and relatively inexpensive as far as AI's go.
If you're looking for a Caribbean island, figure out what you want to do and then look for an island that suits your personality and wants. Shop? Eat? Snorkel? Dive? Hike? Just lay on the beach all day, every day? Lots of culture? No culture?
Off season depends on where in the tropics you are. It is always warm in the Caribbean.
Bermuda is also nice, and not in the tropics, but it is right on the Jet Stream and is warm (late Spring and Summer) and full of tropical vegetation and beautiful beaches. It's also a two hour flight from the East Coast of the U.S.

Why not Mexico? If you're nervous it's not safe; read the post below about the safe places to travel. Mexico is one of the best tropical bang for your buck beach vacations IMO.
