help with comprehension, please

"In the first decade of the new century..."

That's 2000-2010, right?  I'm reading an article written in 2008, and I'm trying to understand why he'd refer to the full decade before it was up.  Am I crunching #s wrong?

  • No, you're correct.

    Is it possible that the article's author didn't necessarily intend for the statement to be a summation of 10 years, but more to indicate that he/she was referring to the period of time from 2000 to the time the article was written?

    "in the first decade of the new century the American economy was growing fairly steadily, unemployment was generally low, and labor productivity was rising.? And then he talks about how disparity increased anyhow amongst classes.
