Explain Early Release to Me
Let's say an E-5 has been given the option to be released from his contract early. Does the DoD give him a financial incentive to do so? If so, what on average is the E-5 looking to get? Once that financial incentive is spent, can he file for unemployment through his home state?

I really don't know much about any of this for the enlisted side, but H has been offered voluntary separation pretty much every year (sometimes more than once a year) since about 2004.
So, if it's similar (and it may not be), you have to serve a minimum number of years (6 usually) to get VSP. The amount they give you is different depending on which VSP they're doing. If you don't volunteer, in the past, if you got RIFd you got no extra pay. However, with this past round, if you volunteered, weren't selected (b/c these geniuses saved a lot of people who volunteered but then later still cut them. Or saved the volunteers and cut someone else), you still got VSP.
Depending on the year and rank, I've known people who get 6-18 months pay as their VSP. Additionally, you get about 6 months lead time, so you can job hunt while employed, plus add in terminal leave and things like that. It's not a bad deal at all.
I don't know anything about unemployment, but I'm guessing it doesn't apply as this is voluntary.
