another fed salary question

I'm not on the GS schedule, but our agency has GS equivalent steps on our payscale (like an FP-03 at our agency is equivalent to a GS-13). Our grades have less steps than the equivalent GS grades (we only have something like 10, I think GS has more?). But our steps have equivalent GS steps (so our step 8 is equivalent to some amount as a GS-13 step 8, etc). 

 

Anyway, I'm applying to jobs that are on the GS scale. One agency offered me a job, and their HR person said that they would only match my current salary, since this is a lateral move (same grade level). They said there is NO wiggle room as far as step increases go.

This is contradictory to other sources I know, where they were able to negotiate 1 or 2 steps above their current equivalent step, when they moved from our agency to another agency. I thought that as long as you stayed within your grade level, the steps were always negotiable. Is this not true, and no matter what agency I apply to, I can't negotiate any higher pay than what I make now? Which is ok, I just anticipated a pay raise when I moved agencies.

 Anyone done this?

  • I've never done it but I know someone hired here this year who did negotiate steps - however it was because she left government for a while (military spouse, so she was overseas for a while then came back) so she got hired at a GS level below the one when she left.  So maybe not the same scenario - basically she was taking a lower GS level than she had before, so they increased her in steps. 
    Wife, Musician, Fed, WW-er, and Mom of three little kids - not necessarily in that order.
  • There is no such thing as always and never when dealing with Fed jobs.  As with most things, it varies by agency, and by area within that agency, and by individual manager.  You can pretty much only depend on a raise if you are actually getting a promotion.
