We're heading to E. Caribbean in December and looking for a waterproof bag/pack to wear... specifically if we head to one of the beaches @ the port, we plan to leave our backpack on the beach (towels and shoes), and would like to carry our valuables (room key, cash, credit cards, possibly camera) with us as we snorkel, play in the water, go jet skiing, etc.
Thus, I am looking for some sort of small waterproof pack to carry on my wrist or wear over-the-shoulder. We may end up getting a waterproof camera, though not sure yet. Regardless, can you recommend some small waterproof packs or bags that will keep our valuables safe and not watered down?

I have a similar one from the same company that I bought for Antarctica. It's designed to shoot pictures through the plastic, while keeping the camera dry:

The reviews are mixed, because the photo quality shooting through the plastic isn't crystal clear. It's good, but not great. And it was a little awkward to access all the camera's controls (I like to fiddle with settings rather than sticking to point & shoot). But it fit my Canon Powershot SX210IS comfortably (I think they also make a larger version of the same bag), and the bag is waterproof.
If you want something more rugged (the plastic used in the DryPack camera case felt a little fragile, so I was always very careful packing it in my luggage), you could just go with a small dry bag from a hiking or outdoor store like REI. Simple, practical, and it will definitely hold what you need it to (and keep it dry):

If you're looking to hold more, like a camera, I'd look into dry bags (like the ones they use on boats). My husband sails, so he has a few and they are the only thing I've found that's truly waterproof. They sell them in all kinds of sizes.
